· One of the main key selling points for this is that this activity is not a “full time” requirement, even for fairly complex procurements. For example, for a recent straight forward support ITT, I spent around 20 days equivalent effort on 55 separate days over an elapsed period of 5 months. As I would only charge for the work / time that I utilise on a particular procurement,  it makes little sense to employ a “full time” contractor and under utilise them.

· The whole tender and procurement process becomes totally transparent, fair and auditable

· By outsourcing the tendering service it will not distract IT management staff from the day to day operations of the organisation.

· Management control of the whole process would need to be overseen by the responsible IT manager and frequent updates and progress reports would be provided.
